Francois Bureau is currently a Senior Associate with David Pratt & Associates (DPA), a government relations and strategic consultancy firm located in Ottawa, Canada. He is also President of JLJF Bureau Consulting Inc.
Prior to joining DPA, François provided global consulting expertise in Defense, Public Safety, Supply Chain, e-commerce and Postal domains for clients in the federal, provincial and municipal jurisdictions.
François was a Senior Account Executive and Client Engagement Director at CGI for 15 years. He led numerous account teams delivering consulting, system integration and outsourcing services to some of the largest departments, agencies and Crown Corporations within the federal government.
From 1993 to 2002, while at Andersen Consulting/Accenture, François was recognized as a highly committed leader who consistently built high performance teams for clients. Promoted to Associate-Partner in 2000, he led the formation of the supply chain competency group within the Canadian Government practice as well as becoming the practice lead for Defence and government on-line initiative.
François began his career in the Canadian Armed Forces as an officer cadet at the Collège militaire royal de Saint-Jean and graduated in 1978 with a Bachelor Degree in Administration. After completing a one-year research assignment at the Operational Research Analysis Establishment (ORAE) in Ottawa, he was posted to 4 CMBG, Lahr, West Germany from 1979-83. From 1983-85, he served as G4 Operations and Supply with 5 CMBG in Valcartier. From 1985-93, François was assigned to the CF Supply System Upgrade Program Management Office at Headquarters in Ottawa.
François received the “Award of Excellence” from the Logistics Branch upon graduation at CMR in 1978. He completed his MBA at the University of Ottawa in 1990. He is currently President of the CMR Saint-Jean Ex-Cadet Foundation. He and his wife Alison are proud parents of two young adults.

She entered CMR in 1972, at the Department of Administrative Sciences until March 1993 when she joined the senior management of the Canadian Space Agency in St-Hubert until September 2000. She then returned to her former love, the Department of National Defence, with the Canadian Forces Enhanced Leadership Model (ELM) team, then in June 2001, as the Administrative Officer when the ELM was transferred to what is now known as the Fort St-Jean Campus. In July 2006, General Roméo Dallaire offered her the position of Chief of Staff of his office at the Senate of Canada, a position she would hold until August 2014 when he retired. Subsequently she will keep her title but for the personal company of the General, Roméo Dallaire Inc., until May 1, 2017.
In April 1981, Hélène received a merit award from the Department of National Defence for “her outstanding and remarkable collaboration in the excellence of the Public Service”. This is the first time such an honour had been bestowed at CMR. In September 1986, she became the first woman to be named an honorary member of the CMR Ex-Cadet Club, in recognition of her valuable service. In May 1989, she was awarded an Honorary University Degree in Administrative Science by the CMR authorities, in recognition of her excellent service to CMR. In 2012 she received the Queen’s Jubilee Medal.
Always looking for new knowledge, Hélène has attended various seminars and courses in management, administration and IT over the years. She is a member of the Board of Directors of the CMR Ex-Cadet Foundation and of the Fort Saint-Jean Museum (for which she was the curator from 2000 to 2006), and has volunteered for these organizations for over 47 years. She is currently the Director General of the Foundation and was appointed to the Board of Governors of the Collège militaire royal de Saint-Jean in 2019.
Hélène is the mother of three children, a daughter (1977) and two sons (1980 and 1981) and grandmother of three grandchildren.

Claude Martel has been in executive search since 1997, as a recruiter in both the Canadian and International markets. As such, he has taken part in over 400 search assignments for presidents, general managers, senior and middle managers, for a range of clients from start-up companies to multinational corporations, non-profit organizations, and governments. Prior to his executive search career, Claude was an officer in the Canadian Forces. He holds a BA in military and strategic studies and military psychology from the Collège militaire royal de Saint-Jean, in Québec. As an Officer-Cadet in CMR Saint-Jean, Claude won the Jean-Pictet International Humanitarian Law Competition (1994), in addition to being a recipient of the Jean Trophy (1993), Trophée des Anciens (1994) and Trophée de la Musique (1992).
Claude deeply believes in giving back to the community and is an active volunteer. His past and present community involvements include Junior Achievement of Québec, En Coeur (the Québec Foundation for children with heart disease), Centre Action Bénévole, Allo J’écoute, the Canadian Red Cross Society, La Ligne Bleue, Théâtre du Grand Jour, Théâtre Les 2 Mondes, Oxfam-Québec, World Vision and CMR Ex-Cadet Foundation.

After a three-year stay at Collège militaire royal de Saint-Jean, Serge went to study at the École des Hautes Études Commerciales de Montréal and graduated with a Bachelor’s degree in accounting sciences. CPA, CGA, with more than thirty years of experience mainly as Controller and Director of Finance for large companies, SMEs and family businesses, he has held positions such as: Controller at Roger Laverdure Inc, Controller at Publicor, Director of Finance for Sun Media Corporation, Assistant Controller at Produits Alimentaires Viau and Director of Finance and Administration at Arthier Pavatech Inc, while being a Consultant (Serge Massé CPA) in customized accounting for small businesses.
He is a volunteer in several associations, such as: Treasurer of the Orchestre Symphonique des Jeunes de Montréal, Class secretary of the year 1969 of the Collège militaire royal de Saint-Jean, Founding President of the Fondation du sport Élite Lavallois, Responsible for lodging during the provincial finals of the Jeux du Québec in Laval (1991), President of the cyclothon for the Juvenile Diabetes Foundation, and participates in several fundraisers for community organizations.

A graduate of the Collège militaire royal de Saint-Jean with a with a Bachelor in Business Administration, Bryn served for 35 years with his final appointment as ADM Finance and Corporate Services and Senior Financial Officer for National Defence.
Since retirement, RAdm Weadon helps deliver the CPA/CMA accreditation programs. An active volunteer, he serves as National Treasurer of the Navy League of Canada, Royal Military Colleges of Canada Foundation, and Canadian Naval Memorial Trust. He is also Director and Disbursement Advisory Committee Chair for the True Patriot Love Foundation and a Governor of Commissionaires Nova Scotia.

After his graduation from the Collège militaire royal de Saint-Jean in 1980, he began his career with the Royal Canadian Air Force in the Air Transport Group (ATG) as a transportation officer. With the RCAF, he managed ground (trains, road), maritime and air operations around the world. With nearly 23 years of service, he retired in 1998. He has since served as a Director, or equivalent, of the fleet management and maintenance organizations at the City of Winnipeg, Ottawa and Edmonton and currently holds the position of Divisional Chief in the Equipment Fleet Management Group at the City of Gatineau.
In addition to his Bachelor of Canadian Studies and Administration (BA) from Collège militaire royal de Saint-Jean, he earned a Master’s degree in Business Administration (MBA) from Richard Ivey School of Business (University of Western Ontario), and a Master of Public Administration (MPA) from the University of Manitoba. He holds the Professional Designation (CMILT) of the Chartered Institute of Transport and Logistics Management (London UK). He is a graduate of the Canadian Armed Forces Command and Staff College (CFP), graduated from the Advanced Management Course of the U.S. Army Distribution Chain, Fort Eustis, Virginia, graduated from the Joint Staff Movement Course in Aldershot, UK, and graduated from the Communications Control and Command Computer Control Course for NATO in Oberammergau, Germany.

MGen (ret’d) Eric Tremblay served 36 years in the Canadian Armed Forces as both a Field and Air Defence Artillery officer. He was an exchange officer with the US Army at 1 (US) Corps, Fort Lewis, USA, where he served first as Deputy Commanding General responsible for Support and then Chief of Staff.
His most recent assignments include Commandant of the Royal Military College of Canada and Commander of the Canadian Defence Academy. He holds a Masters Degree in War Studies (Royal Military College) and an MBA (Queens and Cornell Universities).
He is currently responsible for the Security and Defense Department at Pratt & Whitney Canada.

Born in Kingston Ontario, Bryan Brulotte is a fluently bilingual Franco-Ontarian executive who has worked at the national level in the private and public sectors for over 35 years. Bryan’s career and interests include those of military officer, university associate professor, community activist and business entrepreneur.
Bryan has been in business in the city of Ottawa since 1993. By combining community service with business acumen, his company, MaxSys Staffing and Consulting, has achieved outstanding success. With over 3000 employees in Canada, it is the largest Canadian staffing firm in the country. MaxSys was listed on the Profit 100 of Canada’s fastest growing companies and was chosen as one of Canada’s 50 Best Managed Companies.
Bryan is a graduate of the Collège militaire royal de Saint-Jean and holds an MA in History, an MBA, and Doctorate in business. He has been inducted as Knight into The Order of Joachim. He is married to Kaitlin; they have two daughters, Kara and Erica. They live in Chelsea QC. He is currently the Honorary Colonel of the Governor General Foot Guards.

Eric Michaud enrolled in the Canadian Armed Forces in 1987 as a Naval Cadet at CMR Saint-Jean where he will graduate in 1992 with a Bachelor of Arts in Social Sciences and Business Administration degree. Upon completion of his MARS training in Victoria BC., he is deployed onboard HMCS Montreal, in Halifax NS. He will take part in the ship’s commissioning ceremonies in Montreal QC in 1994 and will be deployed in 1995 as part of NATO’s Operation Sharp Guard (Former Yugoslavia) in the Adriatic Sea.
Upon leaving the CAF in 1995 at the rank of Lieutenant(N), Eric developed an expertise in human resources management while holding various roles within large companies such as Bell Canada and since 2010 at the National Bank of Canada, where he currently holds the position of Senior Analytics Business Partner. In this role he advises executives of the Personal Banking and Client Experience as well as Wealth Management sectors, based on employee data analytics.
Besides his work, Eric enjoys giving time to causes he holds dear. He got involved during 5 years with the St-Bruno Basketball Association where he resides, and since 2018 he joined the CMR Saint-Jean Ex-Cadet Foundation.

Rémi joined the Canadian Armed Forces (CAF) in 1968. He holds a Bachelor’s degree in Administration from the Collège militaire royal de Saint-Jean (Université de Sherbrooke) (1973), a Certificate in Political Science, Université de Montréal (1994), a Master’s degree in Political Science (1997) and a PhD in Political Science (2010), Université de Montréal.
He retired from the Canadian Forces on 21 August 2002, at the rank of Lieutenant-Colonel, after more than 34 years of continuous service in the combat arms of the Land Forces. He participated, among other things, in various military operations and deployments, was employed in positions abroad and contributed to international projects, including :
Since 2003, he has carried out several teaching contracts related to international and national security and Canadian foreign affairs at various universities. He has been attached to the Université de Sherbrooke since 2003, with which he has been an associate professor since 2013.
Since his release from the CAF, he has also acted as a consultant on military issues with the Canadian Broadcasting Corporation, and has testified on various occasions as a witness, consultant and expert witness at the ICTY on the former Yugoslavia. He has also acted as an expert witness in numerous cases before various U.S. Immigration Tribunals, relating to the Srebrenica genocide.

The Honourable Roméo Dallaire entered Collège militaire royal de Saint-Jean in 1964, graduated from Royal Military College of Canada in 1969 with a BSc and was commissioned into The Royal Regiment of Canadian Artillery. Subsequently, he attended the Canadian Land Force and Staff College, the US Marine Corps Command and Staff College in Quantico, Virginia, and the British Higher Command and Staff Course.
He achieved the rank of Lieutenant-General and Assistant Deputy Minister of Human Resources. In 1994, General Dallaire commanded the United Nations Assistance Mission for Rwanda (UNAMIR). His experiences there became the subject of an award winning book and film. Medically released in 2000, due to Post Traumatic Stress Disorder (PTSD), General Dallaire has worked as an author, lecturer, advocate for mental health and humanitarian. His second book, They Fight Like Soldiers; They Die Like Children – the Global Quest to Eradicate the Use of Child Soldiers, introduces the Child Soldier phenomenon and solutions to eradicate it and is based on research at the Kennedy School at Harvard University. He has been involved in reforming support for the new generation of veterans, particularly those with PTSD.
He served as a Canadian Senator from 2005 to 2014 and was the Vice-Chair of the Senate Standing Committee on National Security and Defence as well as President of the Senate Subcommittee on Veterans Affairs. He was appointed with Bishop Desmond Tutu to the United Nations Secretary General’s Advisory Committee on Genocide Prevention and is a Fellow at the Montreal Institute of Genocide Studies, Concordia University. He is an officer in the Order of Canada since 2002, a recipient of the Pearson Peace Medal in 2005 and was received Grand Officer of the National Order of Quebec in 2006. He holds honorary doctorates and fellowships from over three dozen universities in Canada, the United States and abroad.
Since he left the Senate General Dallaire spends his time advocating for a new doctrine for military facing child soldiers. He founded the namesake organization The Roméo Dallaire Child Soldiers Initiative in 2007 with the mission to end the recruitment and use of child soldiers globally.

Major-General Pitzul earned his Bachelor of Administration in 1975 from the Collège militaire royal de Saint-Jean, Québec. He later earned his Master of Business Administration (MBA) in 1976 and his Bachelor of Laws (LLB) in 1979 at Dalhousie University in Halifax, Nova Scotia.
Major-General Pitzul has enjoyed a distinguished legal career in the Canadian Forces and the public sector. He has held various appointments within the Office of the Judge-Advocate General, including that of Director of Law/Prosecutions and Appeals where he acted as chief prosecutor for the Canadian Forces. He was later appointed by the Minister of National Defence to the position of Deputy Chief Military Trial Judge where he presided over courts martial across Canada and in various parts of Europe including the former Republic of Yugoslavia.
In 1995, Major-General Pitzul retired from the Canadian Forces and accepted an appointment in Nova Scotia as Director of the Public Prosecution Service and lawful Deputy of the Attorney General where he was responsible for all Crown prosecutions within the province. He subsequently returned to the Canadian Forces in 1998 upon appointment by Order in Council to the position of Judge Advocate General in the rank of Brigadier-General, until 2006.
Major-General Pitzul has written various publications on military law, including A Handbook for Military Prosecutors. He has also authored several manuals for military judges on trial procedure, substantive criminal law, and evidence.In December 2000 Major-General Pitzul was appointed to the Order of Military Merit in its highest grade, that of Commander, and on 18 October 2002 he was appointed Queen’s Counsel by the Province of Nova Scotia.

Gérard Veilleux, O.C., B.Comm., M.Pub. Admin., born May 7th, 1942 in East Broughon. He attended Laval University earning a Bachelor of Commerce Degree in 1963 and a Master’s Degree in Public Administration from Carleton University in Ottawa. In March 1994, he attended the Advanced Management Program at the Harvard Business School. From 1982 to 1986, he served as Secretary to the Cabinet for Federal Provincial Relations and Deputy Clerk of the Privy Council. In 1986 he was appointed Secretary of the Treasury Board and was named President and CEO of the CBC in 1989. Mr. Veilleux has been, and still is, active in a number of government, professional and cultural organizations. He is the author of “Les relations inter-gouvernementales au Canada”. He became Officer of the Order of Canada in 1995.
In June 1990, Mr. Veilleux received an honorary doctorate degree (Administration) from the University of Ottawa. Later that year, he was awarded the Outstanding Achievement Award, the highest award in the Public Service of Canada. On October 19th, 1991, he was the recipient of the prestigious Prix Hermès, bestowed by the Faculty of Administration of Laval University. Mr. Veilleux became an officer of the Order of Canada in November 1995.
Mr. Veilleux was President of Power Communications Inc., subsidiary of Power Corporation of Canada from 1994 till May 2015. He was Vice-President of Power Corporation of Canada from 1998 to December 2009. He was also on the Board of Directors of Gesca; La Presse; IGM Financial Inc., Investors Group Ltd; Great West Life Assurance Company, Mackenzie Inc. Mr. Veilleux was also Chairperson of Forces Avenir and Fondation Baxter & Alma Ricard. Mr. Veilleux is presently Chairperson of Fondation Jean-Monbourquette.
